International Symposium on China Accounting Reform and Development

The major accounting seminar for China in 2003 covering both private and public sector accounting issues – presided by Dr Liu Yuting, Director General, Accounting Regulatory Department, Ministry of Finance, P.R. China. The seminar to be opened by Madam Feng Shuping, Assistant Minister of Finance, P.R. China, and featuring guest speakers from the IASB, Hong Kong Society of Accountants, the Australian Accounting Standards Board and Korean Accounting Standards Board.

Graeme Macmillan, Principal of INTACCAUD, will be speaking on some practical issues in developing accounting frameworks in Asia from his experience in working with many governments in the region. These issues cover the importance of enabling preparers of financial statements to be able to exercise their professional judgement; the need for independent accounting standards setting bodies; the importance of defining the reporting entity and the role of training in advancing the accounting frameworks.

RECENT COURSES
Public Sector Accounting Framework development, Mongolia
24-25 November 2003

Graeme Macmillan and Rob Tkalcevic presented at a seminar conducted by the Mongolian Ministry of Finance and Economy in Ulaan Baatar on 24 -25 November, 2003. The seminar, sponsored by the World Bank, was attended by over 100 finance managers and accountants from the central and regional government, dealt with the government’s requirements to adopt accrual accounting across the public sector as part of the financial management reforms under the provisions of the new Public Sector Management and Finance Law 2003. The seminar included the new fixed asset regulations issued by Dr Dondog, Director Accounting Policy MoFE, and included a lively session on implementing the requirements of IPSAS 17, Property, Plant and Equipment. A quiz session on accounting treatments of fixed assets at the conclusion of the presentation was popular.

Vietnam goes with IPSASs
29th September - 4th October 2003

INTACCAUD principal Graeme Macmillan conducted a week workshop with experts from the Ministry of Finance, Republic of Vietnam, in Hanoi from 29th September to 4th October, 2003. The program is sponsored by the World Bank. The Workshop was based on reviewing the IPSASs, including the new Cash Basis IPSAS released in January 2003. The program covered six of the IPSAS statements in detail including case studies and syndicate discussion.

The training during the first week consisted of the following topics –

  • Introduction and development of the public sector accounting framework
  • IPSAS Cash Basis
  • IPSASs 1 & 2 – Presentation of Financial Statements and Cash Flow Statements
  • IPSAS 4 – The Effects of Changes in Foreign Exchange Rates
  • IPSAS 6 Consolidated Financial Statements and Accounting for Controlled Entities
  • IPSAS 9 Revenue form Exchange Transactions
  • Summary of all other
